A default learner therefore shows ₹200. Your state adds smart-card charges, service-centre fees and sometimes a late fine — those live on parivahan.gov.in, not here.
A sketch, then the official portal

Why is permanent ₹1,000 in this table?

Is a learner licence enough to ride to college?
Learner rules require a pillion who holds a permanent licence, among other conditions. Read the Motor Vehicles rules; this page only prices a fee sketch.
